स्वतंत्र भारत में एक रेलवे ट्रैक ऐसा भी है, जिस पर भारत का अधिकार नहीं है, बल्कि अंग्रेजों की हुकूमत है। आज भी भारत सरकार की ओर से इस ट्रैक के लिए करोड़ों की रॉयल्‍टी दी जाती है।

भारतीय रेलवे एशिया का सबसे बड़ा और दुनिया का चौथा सबसे बड़ा रेल नेटवर्क है।  यदि किसी को देश के किसी भी कोने में घूमना हो, तो वह भारतीय रेल से यात्रा करके वहां तक पहुंच सकता हैं।लेकिन आपको जानकर हैरानी होगी कि भारत में एक रेलवे ट्रैक ऐसा भी है, जिस पर भारत का अधिकार नहीं है, बल्कि अंग्रेजों का शासन है। यूँ तो भारत को तो अंग्रेजों से आजाद हुए 75 साल से ज्‍यादा समय बीत चुका है, लेकिन ये सच है कि गोरों से आजाद होने के बाद भी भारत में एक ऐसा रेलवे ट्रैक है, जिसका स्वामित्व सरकार के पास नहीं है बल्कि ब्रिटेन में एक निजी कंपनी के पास है। इस ट्रैक को शकुंतला रेलवे ट्रैक के नाम से जाना जाता है।

शकुंतला रेलवे ट्रैक महाराष्ट्र के अमरावती से मुर्तजापुर तक 190 किलोमीटर तक फैला हुआ है। ये ट्रैक अंग्रेजों के जमाने का है। दरअसल अंग्रेजों के जमाने से ही महाराष्ट्र के अमरावती में कपास की खेती होती थी। उस समय कपास को मुंबई पोर्ट तक पहुंचाने के लिए अंग्रेजों ने इस ट्रैक को बनवाया था। ब्रिटेन की क्लिक निक्सन एंड कंपनी ने इस रेलवे ट्रैक को बनाने के लिए सेंट्रल प्रोविंस रेलवे कंपनी (CPRC) की स्थापना की।  इस कंपनी ने  ट्रैक बिछाने का ये काम साल 1903 में शुरू हुआ और 1916 में रेल लाइन भी पूरा हो गया। 

अंग्रेजों के जमाने में बने इस ट्रैक पर शंकुतला पैसेंजर नाम की एक ही ट्रेन चलती थी, जिसके कारण इस ट्रैक का नाम भी शकुंतला रेलवे ट्रैक पड़ गया। शकुंतला पैसेंजर में सिर्फ 5 ट्रेन के डिब्‍बे होते थे और इसे स्‍टीम के इंजन से खींचा जाता था। 1994 के बाद से इस ट्रेन में डीजल इंजन लगा दिया गया और इसमें बोगियों की संख्‍या को भी बढ़ाकर 7 कर दिया गया। अगर आप इस ट्रैक पर जाएंगे तो आज भी आपको यहां सिग्‍नल से लेकर दूसरी तमाम चीजें, सब कुछ अंग्रेजों के जमाने की ही दिखेंगी। शकुंतला पैसेंजर इस ट्रैक पर करीब 6-7 घंटे का सफर पूरा करती है। सफर के दौरान ट्रेन अचलपुर, यवतमाल समेत 17 अलग-अलग स्टेशनों पर रुकती है।

देश के आजाद होने के बाद भी इस ट्रैक का स्‍वामित्‍व ब्रिटेन की प्राइवेट कंपनी के ही पास है। वहीं कंपनी इस ट्रैक को संचालित करती है। 1947 में जब देश आजाद हुआ तो भारतीय रेलवे ने इस कंपनी के साथ एक समझौता किया, जिसके अंतर्गत हर साल आज भी भारतीय रेलवे की ओर से कंपनी को रॉयल्टी दी जाती है। रिपोर्ट्स के मुताबिक भारतीय रेलवे हर साल 1 करोड़ 20 लाख की रॉयल्टी कंपनी को देता है। हालांकि भारतीय रेलवे ने कई बार इसे खरीदने का प्रस्ताव जरूर रखा है, लेकिन अभी तक इसका कोई नतीजा नहीं निकल पाया है।

 शकुंतला रेलवे ट्रैक काफी पुराना होने के कारण जर्जर हो गया है। भारत सरकार इस ट्रैक के लिए कंपनी को रॉयल्‍टी जरूर देती है, लेकिन फिर भी पिछले 60 सालों से इस ट्रैक की मरम्‍मत का काम कंपनी की तरफ से नहीं कराया गया । इस कारण शकुंतला पैसेंजर की रफ्तार भी इस ट्रैक पर 20 किमी प्रति घंटे के हिसाब से रहती थी। यही वजह है कि 2020 से इस ट्रेन का संचालन बंद है। हालांकि इलाके में रहने वाले लोगों की मांग है कि इस ट्रेन को दोबारा से शुरू किया जाए।

देखना यह है कि इस ट्रैक को दोबारा कब खोला जाता है।

If you go on this track, even today you will see everything from the signal to other things, everything is from the British era. Shakuntala Passenger completes the journey of about 6-7 hours on this track. During the journey, the train stops at 17 different stations including Achalpur, Yavatmal.

Even after the independence of the country, the ownership of this track is with the private company of Britain. The same company operates this track. When the country became independent in 1947, the Indian Railways entered into an agreement with this company, under which royalty is paid to the company by the Indian Railways every year even today. According to reports, Indian Railways gives royalty of 1 crore 20 lakhs to the company every year. Although the Indian Railways has proposed to buy it many times, but so far no result has come out of it.

  Shakuntala railway track has become dilapidated due to being very old. The Government of India definitely pays royalty to the company for this track, but still the repair work of this track has not been done by the company for the last 60 years. For this reason, the speed of Shakuntala Passenger was also kept at 20 km per hour on this track. This is the reason why the operation of this train is closed from 2020. However, the people living in the area have demanded that this train be started again.

It remains to be seen when this track is opened again.
