आज विश्व पशु कल्याण दिवस (World Animal Welfare Day) है। हम सभी इस बात से अवगत हैं कि हर पशु किसी न किसी रूप में हमारे लिए सहायक होते हैं। प्रकृति की संरचना ही कुछ इस प्रकार की गई है कि इसमें हर पशु की या यूँ कहे हर प्राणी, जीव - जंतु, पशु पक्षी की अपनी अलग महत्ता होती है। पशु प्रकृति के सबसे महत्वपूर्ण हिस्सों में से एक होते हैं, जो पर्यावरण संरक्षण और मानव कल्याण में अहम भूमिका निभाते हैं। पशु प्रकृति के पारिस्थितिकी तंत्र को संतुलित रखते हैं। यही वजह है कि प्रत्येक वर्ष 4 अक्टूबर को विश्व पशु कल्याण दिवस (World Animal Welfare Day) मनाया जाता है।

विश्व पशु कल्याण दिवस का आयोजन पहली बार सन 1931 को परिस्थिति विज्ञान शास्त्रियों के सम्मेलन में इटली के फ्लोरेंस शहर में शुरू किया गया था। इस दिन को मनाने का मुख्य उद्देश्य था, विलुप्त हो रहे प्राणियों की रक्षा करना और उन्हें संरक्षण प्रदान करना तथा साथ ही जानवरों पर हो रहे क्रूरता और अत्याचारों को रोकना।

अधिकांशत यह देखा गया है कि आवारा जानवरों के प्रति हमारा व्यवहार बहुत ही घृणित तथा अमानवीय होता है। किसी प्राकृतिक आपदा के समय भी हम इन जानवरों के प्रति दया भाव और प्रेम का व्यवहार प्रगट नहीं करते तथा उनकी सुरक्षा के प्रति जागरूक नहीं होते। हम सिर्फ उन पशुओं के प्रति संवेदनशील होते हैं या प्रेम प्रकट करते हैं, जो प्रत्यक्ष रूप से हमें लाभ पहुंचाते हैं अथवा जिन्हें हम अपने शौक के लिए पालते हैं। इस दिन को मनाने का मुख्य उद्देश्य ही पशु कल्याण मानकों में सुधार लाना और व्यक्तियों के समूह और संगठन का समर्थन प्राप्त करना तथा जानवरों के प्रति प्रेम और स्नेह प्रकट करना है ताकि उनके जीवन को सुरक्षित एवं बेहतर बनाया जा सके। 

विश्व पशु संरक्षण दिवस का इतिहास

Assisi के Francis ने अपने चारों ओर जानवरों की दुर्दशा को अपनी आँखों से देखा था और वे उनके दर्द को ठीक करना चाहते थे।

24 मार्च, 1925 को, मूल रूप से विश्व पशु दिवस का आयोजन हेनरिक ज़िमरमैन (1887-1942) नामक एक जर्मन द्वारा किया गया था,जो न केवल एक लेखक थे, बल्कि उन्होने एक द्वि-मासिक पत्रिका भी प्रकाशित की थी, जिसका नाम Mensch und Hund (Man And Dog) था, इसे उन्होंने इस पत्रिका को पशु कल्याण पर अपने विचारों को बढ़ावा देने के लिए एक माध्यम के रूप में इस्तेमाल किया और विश्व पशु दिवस समिति की स्थापना के लिए इसका इस्तेमाल किया।

24 मार्च 1925 को, उनकी समिति ने विश्व पशु कल्याण दिवस का आयोजन किया, उन्होंने उस समय के पशु कल्याण मुद्दों के बारे में जागरूकता बढ़ाने के लिए बर्लिन, जर्मनी के स्पोर्ट्स पैलेस (Sports Palace of Berlin, Germany)  में इसका आयोजन किया और लगभग 5,000 लोगों ने इस पहले कार्यक्रम में हिस्सा लिया और यह कार्यक्रम सेंट फ्रांसिस ऑफ असीसी (Francis of Assisi) के पर्व के साथ रेखित किया गया था जो 4 अक्टूबर का दिन था।

अगले कुछ वर्षों में, यह कार्यक्रम हर साल आयोजित किया गया और 1929 में, यह 4 अक्टूबर को आयोजित किया गया। अंततः मई 1931 में फ्लोरेंस इटली में अंतर्राष्ट्रीय पशु संरक्षण कांग्रेस (International Animal Protection Congress) द्वारा 4 अक्टूबर को विश्व पशु दिवस मनाने का संकल्प अपनाया गया था।

World Animal Welfare Day 2022: थीम (Theme)

इस साल विश्व पशु कल्याण दिवस  2022 का थीम "रिकवरिंग की स्पेसीज फॉर इकोसिस्टम रेस्टोरेशन" है।

पिछले वर्ष विश्व पशु कल्याण दिवस 2021 का थीम "Forests and Livelihoods : Sustaining People and Planet"  था।

पशु कल्याण के लिए समय-समय पर अनेक नियम और कानून भी बनाए गए हैं। परंतु इन नियमों और कानूनों की सार्थकता तभी है जब मनुष्य खुद जागरूक हों और इन पशुओं के प्रति संवेदनशील हो, जो अपना दर्द तक भी बयां नहीं कर सकते। 

अंतर राष्ट्रीय पशु दिवस की अवधारणा यह है कि प्रत्येक जानवर एक अनोखा संवेदनात्मक प्राणी है और वह संवेदना और सामाजिक न्याय पाने के योग्य भी है।

Today is World Animal Welfare Day. We all are aware that every animal is helpful to us in some way or the other. Nature itself has been structured in such a way that every animal or rather every animal, animal, animal bird has its own importance. Animals are one of the most important parts of nature, which play an important role in environmental protection and human welfare. Animals keep nature's ecosystem balanced. Mostly it has been seen that our behavior towards stray animals is very disgusting and inhuman. Even during any natural calamity, we do not show kindness and love towards these animals and are not aware of their safety. We are sensitive or show love only to those animals which directly benefit us or which we keep for our hobby. The main purpose of celebrating this day is to improve the animal welfare standards and to get the support of group and organization of individuals and to show love and affection towards animals so that their life can be made safer and better.

History of World Animal Protection Day

Francis of Assisi had seen with his own eyes the plight of the animals around him and wanted to heal their pain.

On March 24, 1925, World Animal Day was originally organized by a German named Heinrich Zimmermann (1887–1942), who was not only a writer, but also published a bi-monthly magazine named Mensch und Hund (Man And Dog), he used this magazine as a medium to promote his views on animal welfare and to establish the World Animal Day Committee.

On 24 March 1925, his committee organized World Animal Welfare Day, he organized it at the Sports Palace of Berlin, Germany, to raise awareness of animal welfare issues of the time, and around 5,000 people took part in this first event and the event was marked with the Feast of St. Francis of Assisi which was the 4th of October.

Over the next few years, the event was held every year and in 1929, it was held on 4 October. Finally, in May 1931, the International Animal Protection Congress in Florence, Italy adopted a resolution to celebrate 4 October as World Animal Day.

World Animal Welfare Day 2022: Theme

This year the theme of World Animal Welfare Day 2022 is "Recovering Key Species for Ecosystem Restoration".

Last year the theme of World Animal Welfare Day 2021 was "Forests and Livelihoods: Sustaining People and Planet".

Many rules and regulations have also been made from time to time for animal welfare. But these rules and laws have meaning only when humans themselves are aware and sensitive to these animals, which cannot even express their pain.

The concept of International Animal Day is that each animal is a unique sentient being and is also worthy of compassion and social justice.
