द्वीप के निर्माण का कार्य 1994 में शुरू हुआ। इसके निर्माण में 2000 से अधिक मजदूरों को लगाया गया जिसमें यूएसए, यूके और दुबई के 250 से भी ज्यादा डिजाइनर शामिल थे। इन्हीं लोगों ने पानी के द्वीप में होटल की स्थिरता का डिजाइन तैयार किया।
